DRAINAGE

MAGNOLIA HEIGHTS AREA ST. JAMES, LOUISIANA

The Magnolia Heights Area drainage improvements project is located on the west bank of St. James Parish in the community of Vacherie, LA. The project proposes to improve drainage along the major roadways in the area in order to mitigate frequent flooding. The project area involves over 2 miles of 2-lane roadway along Magnolia Heights, Old Vacherie Rd. and connector streets with open ditch drainage. Within the proposed project, existing open ditch drainage will be converted to sub-surface drainage and new lateral outfalls will be constructed. Utility relocations will be required along with the relocation of driveways and sidewalks.

Crescent Engineering & Mapping, LLC is the prime consultant for the project and is responsible for the topographic surveys, drainage basin surveys/delineation, boundary surveys, drainage modeling, drainage design, roadway design/rehabilitation and utility surveys, utility design and relocations. The project’s topographic surveys included over 2 miles of complete topographic surveys with a .DTM width of 120 feet as well as all drainage, building FFE’s, and utilities. The topographic survey was completed using LADOTD survey codes and procedures for control establishment with all survey data processed in Microstation/Inroads using LADOTD processing procedures. The project’s drainage modeling was performed using HEC-RAS and HEC-HMS as well as LADOTD HYDRWIN programs. Project design drawings are also being developed as traditional roadway plan/profile sheets using Bentley Microstation/Inroads.

BRIDGE REPLACEMENT

TANGIPAHOA PARISH

The Tangipahoa Parish Bridge Replacement project involves the replacement of four (4) bridge sites throughout Tangipahoa Parish including Old Genessee Rd./Creeks, Lewiston Rd./Wilson Branch, Easley Rd./Sweetwater Creek. The project includes bridge design, surveying, roadway design, geotechnical, environmental and contract management. The bridge sites include both timber and concrete structures varying in length, all in poor condition. Project scoping and design is per LADOTD requirements including plan production.

Crescent Engineering & Mapping, LLC is the prime consultant for the project and is responsible for the topographic surveys, hydraulic analyses and modeling, roadway design, bridge design, utility surveys and plan production. The project’s topographic survey was conducted on all four (4) sites to LADOTD standards and processed in Bentley Microstation/Inroads. Hydraulic analysis was performed using HEC-RAS and HEC-HMS as well as LADOTD HYDRWIN programs for roadside drainage.  LADOTD design criteria are being followed and design drawings are also being developed as traditional LADOTD plans using Bentley Microstation/Inroads.

MASTER DRAINAGE PLAN

ST. JAMES PARISH

St. James Parish’s 5th District stretches from Vacherie to Welcome, LA and encompasses approximately 45 square miles of residential, industrial and agricultural land use long the West Bank of the Mississippi River in St. James Parish. Many portions of the residential areas experience flooding from high-intensity, short duration rainfall events and these areas rely on major drainage conveyance through the industrial and agricultural properties to ultimately drain into Lac Des Allemands. Crescent was the prime consultant for the 5th District Master Drainage plan which included surveying residential and major drainage outfall channels, performing 1-D and 2-D HEC analyses using HEC-RAS, HEC—HMS and GeoHEC for existing and improved conditions, development of proposed alternatives, developing cost estimates and future improvements to Parish subdivision codes. In total, over $5,000,000 of improvements were developed within the MDP.

Crescent Engineering & Mapping, LLC was responsible for the overall project management, topographic surveys, hydraulic analyses and modeling review, drainage design, utility conflict analysis, report preparation, cost estimates and public presentations.  Approximately 60,000 data points were collected during the surveys including over 2,000 culverts and over 60 miles of drainage ditches and canals. The overall Master Drainage plan was developed in three (3) portions containing the communities of Baytree, Burton and Welcome, LA. Subsequent to the Master Drainage Plan, Crescent was tasked with detailed engineering design of several of the improvements identified in the MDP.
